This looks related to a network, connection or local configuration issue, having no connection to Tersus specifically.
Perhaps all you need to do is retry, checking out each plugin separately, but if you still fail, I suggest you use your favorite search engine to look for possible solutions (searching for '!svn/vcc/default' in my favorite search engine, yielded quiet a few results, including some Windows-specific problems and solutions).
