Number to Text/<Format> uses java's DecimalFormat notation. When specified in client-side context, the client will either use an applet implementation (if java is setup in the browser), or pass it to the server.
If you must have a pure Javascript implementation, please post the patterns you need, and we'll check whether we can squeeze in a Javascript implementation of these patterns into out development plans.
