Set html.customNavigation=false, and recreate your original changes to index.html in welcome-nav-template.html

If your application and permissions setup always result in a single perspective being displayed, then you do not need to disable perspectives in welcome-nav-template.html. All that's needed is setting html.customNavigation=false and html.compactNavigationTabs=true.

Replace the legacy navigation with modeled navigation. Setting html.customNavigation=true and using a tabbed pane as the views container.
