Tersus uses '#' instead of '?' to avoid a page reload every time a View is changed (or another parameter is passed), and lets Tersus' client scripts handle this instead.
You're correct in saying that this poses a problem for seach engines, which is why our site includes special handling for non-javascript clients (which is how search engines identify) replacing '#' with '?' for those clients.
