Legacy Navigation is the only template that automatically creates a tab per perspective (vertically) and view (horizontally).
This feature comes at a certain price. The template makes it difficult to control aspects of the display - the tabs are pretty much designed, and changing that it rather difficult, though not impossible.
The Blank View on the other hand provides no predefined design, allowing you better control of the overall look, again at a certain price, being that switching from one view to another is up to your modeling. Hint: To switch from view One to Two, use Display Actions/Switch View passing Two to the <View> trigger.
As for the other templates available for a new project, you might also find Title and Tabbed Pane (and the Authorization template based on it) of interest, as it provides a certain minimalist design.
