It looks like a compatability issue between the PHP module and Java cryptography (or the way Tersus uses Java cryptography). Specifically, it looks like the problem is with the IV parameters.
Tersus uses the default Java encoding for IV parameters, which as far as I know is ASN.1
I recommend looking into Java/PHP cryptography compatability. Once you get something working, it can be wrapped as Tersus plugins (even if it's not compatible with the default set of plugins)
