The configuration looks correct.
We've rechecked the 32 bit install on vista and the 64 bit one on win7, and had no such problems. Alas I don't have access to a 64-bit version of vista.
All I can suggest is that you try reinstalling. You can also try installing the 32 bit version, and see if that makes a difference.
