Regarding JP's response, You should find this thread interesting. Tersus no longer uses a static index.html file, as the basis for page generation but rather a pair of template files welcome-[nav/nonav]-template.html.
Note that you can read the default template, using the following javascript in your <Welcome>/Get Template:
