Regarding the files you posted, they seem to indicate a cross-platform installation, rather than the windows installer.
Regarding your latest installation problems. Are you in the Tersus Modelling perspective (the best way to check i by looking @ the main window title which should start with the name of the perspective currently displayed).If not, switch via Window -> Open Perspective.If you are in the right perspective, try Window>Reset Perspective...
If none of this helps, please retry installing (making sure the target folder is completely empty - do not install over an existing/uninstalled installation), and if that still does not help, reply with the error log I mentioned in my previous post (I suggest you use the Add an attachment button to attach it rather the pasting it into the message).
