The culprit is actually the GetInfo service included in your UserName & Operation choosers, which populates the <Options> of each chooser, and which is called for each instance of each chooser, including those which are read-only (such as those in the display rows).
Service calls are pricey performance-wise, as they depend on network performance which is always slower than local (client-only) processing.
In this specific instance the multiple server calls are pointless, since each and every one of them returns the same result, so it actually makes sense to perform the call just once, before you create any of the choosers, and bring the data over to the client. Then populate each chooser's <Options> directly from the client copy. Here's one way to do so:
