Although it still looks like the problem is related to your computer's setup, I couldn't find the cause in your configuration details. I intially suspected Euphoria, but after intalling it on my own machine everything worked fine.
Do you have access to another machine where you can try to install Tersus and see if you get the same error?
Anyway, as a work-around for the problem, you should be able to use the online version of the documentation: http://infocenter.tersus.com
