If you mean running Tersus studio or server on a Windows 8 desktop/server, then it should work right now, since all the above are cross-platform (Java-based). Same goes for accessing web applications via the desktop browser (HTML+CSS+Javascript).
If you mean installing a native mobile app on a Windows Phone 8 device, then I'd have to say we have no immediate plans to support it, but I assume that if it takes off and/or if there's a worthwhile business opportunity for us to make the effort than it should be possible to add support, given that the native applications created using Tersus, are built around the Apache Cordova (a.k.a PhoneGap) platform.
