Ignoring the gibberish characters for a moment, the prompts seem consistent with what is to be expected, so I suggest you ignore the gibberish and just try to go on.
If you do want to try getting rid of the gibberish, the Tersus.ini itself does have an issue, in that as far as I know (and this is due to eclipse limitations) it does not accept multiple -vmargs parameters (see line 7 & 11), and does not accept multiple parameters on the same line, so I suggest you remove line 11, and instead (following line 10) add:
11 -Duser.language=en12 -Duser.country=US
