<Desktop View> in the new project template "New Mobile Application" is not different from what it is in the older template "Mobile Application".
In both cases, when it exits in parallel to <Mobile View> and/or <Tablet View>, it is the view displayed when the user accesses the app from a desktop/laptop browser (as opposed to mobile devices - tablet or smartphone).
The selection between <Desktop View>, <Tablet View> and <Mobile View> is made based on the window's width and height, so if you have a project with both <Desktop View> and <Mobile View>, for example, and you resize the browser's window to ~1/4 of the desktop width and refresh the browser, the display will automatically switch from <Desktop View> to <Mobile View>.
