Yes, with 2.1.31, if you use the New Mobile Application template, all CSS files appear under the web/styles folder, and you can add the CSS files you want (probably after removing the bootstrap sub-folder and the *.less files, to avoid collision).
Note that the New Mobile Application template, in spite of its name, supports both desktop and mobile applications (the template will be renamed in a future release).
To use the full functionality of this web site, JavaScript needs to be turned on.
