I'm not sure you'd want to develop a socket server using Tersus, as there are no plugins supporting low-level TCP/IP out of the box.
Developing such plugins is certainly possible but there are no plans to do so at the moment. If you wish to look into developing such plugins yourself, see http://www.tersus.com/#Id=7987 for a generic plugin development demo.
