There is the theoretical answer and the practical answer.
Pratically, since the Tersus Server is the runtime component (see http://www.tersus.com/#Id=26), you need it to run a Tersus application (although it can run on your desktop or laptop, of course).
Theoretically, one can write a code generator that will translate Tersus models to some standard programming code to get a standalone application. The model's semantic is independent of the way it is executed. We haven't found this to be necessary, and it will not be trivial task technologically, but it is possible.
